When You Need a Legalized Medical Certificate
Several situations require a Thai medical certificate to be legalized for use abroad:
- Visa applications: Many countries require a medical fitness certificate as part of work visa, student visa, or residency applications.
- Work permits: Employers abroad may require proof of medical fitness issued and authenticated in your country of residence.
- Immigration: Permanent residency applications often include health screening requirements with legalized documentation.
- Insurance claims: Some international insurance providers require legalized medical documentation for claims processing.
- Court proceedings: A court or legal representative may specify authentication requirements for medical evidence.
Unlike standard documents such as personal certificates or criminal records, medical certificates have an extra verification step that makes the process unique: Medical Council verification.
The 4-Step Legalization Process
Step 1: Obtain Your Medical Certificate
Start with a medical certificate from a licensed hospital or clinic in Thailand. Confirm whether the receiving and legalization authorities require a registered physician’s signature and the following details:
- The certificate should be on official hospital or clinic letterhead.
- Check that it includes the doctor’s full name, license number, and signature when required.
- Ask whether the hospital or clinic seal must be present.
- The certificate should be dated — most receiving institutions require certificates issued within 3-6 months.
If the destination country requires specific tests or examinations, confirm the exact requirements before your medical appointment. Getting the wrong type of certificate means starting over.
Step 2: Medical Council Verification
This is the step unique to medical certificates. Before the MFA can legalize your document, the Thai Medical Council must verify that the doctor who signed your certificate is a registered, licensed physician. The Medical Council issues a verification letter confirming the doctor’s credentials.
Location: Nonthaburi (near Bangkok)
Contact: 092-493-6242
Appointments: Walk-in filing accepted; the Council also describes email, bank-transfer, and postal options — confirm the current channel before visiting

Documents issued: In English
Representative: You can send a representative with a Power of Attorney + copy of your ID
Medical Council Fee Structure
In our filing experience, the Medical Council charges 200 THB per doctor name per document (practice note — this tariff is not published on the Council’s official fee schedule, so confirm when filing). The fee depends on how many doctors signed your certificate:
- 1 doctor on 1 document: 200 THB
- 2 doctors on 1 document: 400 THB
- 4 separate documents, same doctor: 800 THB
Payment is made at the Medical Council office when you submit your documents.
Step 3: Combine the Documents
If Medical Council verification is required for the case, keep the verification letter with the original hospital certificate and confirm the current Thai MFA submission format before filing.
The document set should include:
- Original medical certificate from the hospital/clinic
- Medical Council verification letter
- Certified translation (if the certificate is in Thai and needs to be used in a non-Thai-speaking country)
Step 4: Submit for MFA Certification
With the complete document set, submit everything to the MFA Legalization Division. The MFA will authenticate the Medical Council’s signature on the verification letter, which in turn validates the doctor’s signature on the medical certificate.
Official regular MFA service is completed within 2 working days (excluding the filing day); same-day express is available for qualifying documents. The government fee is 200 THB per legalization stamp (400 THB per stamp for express). Note that the MFA will not accept medical certificates older than 6 months.
Before starting, check the doctor’s registration through the Thai Medical Council at https://checkmd.tmc.or.th/. If verification is required and the signature cannot be confirmed, the submission may be delayed or need a different supporting document.
What Your Medical Certificate Translation Must Include
If the receiving authority requires another language, the certificate may need translation before legalization. Confirm the accepted language and certification format first. For Thai–English legalization submissions, the Thai Department of Consular Affairs currently requires the translator to provide a copy of valid government-issued identification.
Some medical certificates are already issued in both Thai and English (bilingual format). If the English portion is complete and accurate, you may not need a separate translation — confirm with the receiving institution.
Common Issues and How to Avoid Them
Unregistered Doctors
If the doctor’s registration or signature cannot be confirmed, the Medical Council may be unable to provide the verification requested for the case. Check registration status through the Medical Council’s online tool before relying on the certificate for legalization.
Missing Medical Council Letter
A medical certificate submitted without the supporting verification required for that document may not be accepted. Confirm the current authentication chain with the Thai MFA before submission.
Wrong Certificate Format
Different destination countries have different medical certificate requirements. Some require specific forms, specific tests, or specific wording. If you get the wrong type of certificate, you may need to return to the hospital for a new one. Always confirm the exact format requirements with the receiving institution or embassy before your medical appointment.
Expired Certificates
Medical certificates are time-sensitive. Most destination countries require certificates issued within 3-6 months. Factor in the processing time for Medical Council verification (1-3 days), MFA legalization (3-5 days), and embassy certification (varies) when scheduling your medical appointment.
Schedule your medical appointment after confirming all requirements but before starting the legalization chain. Allow at least 2-3 weeks for the complete process (Medical Council + MFA + embassy certification) so your certificate remains within the validity window.
